NOTICE TO THE PUBLIC:

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Open Space Advisory Committee meeting at 0dd.4dian8.com/granicus and by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt, or render unavailable continuous livestream capability.

4. FOR POSSIBLE ACTION: APPROVAL OF MINUTES – Open Space Advisory Committee meeting of 2/28/2022.    PUBLIC COMMENT

5.  FOR DISCUSSION ONLY: Presentation only regarding Carson City Interpretive Programs. (Tyler Kerver, tkerver@4dian8.com, Lauren Zentner, lzentner@4dian8.com)

6.  FOR DISCUSSION ONLY: Review and discussion of the Prison Hill Recreation Area: A Targeted Geomorphic Review. (Lyndsey Boyer and Gregg Berggren)  PUBLIC COMMENT

Staff Summary: This item will review the Prison Hill Recreation Area: A Targeted Geomorphic Review final report. This report includes review and analysis of the ephemeral channels and open ride areas at the Prison Hill OHV Area to assess their durability in the context of motorized recreational use.

7. FOR POSSIBLE ACTION: Discussion and possible action regarding a recommendation to the Board of Supervisors to approve the final Prison Hill Recreation Area Master Plan. (Gregg Berggren and Lyndsey Boyer) PUBLIC COMMENT

Staff Summary: This item will review the final Prison Hill Recreation Area Master Plan. This plan includes planning recommendations for the entire Prison Hill Recreation Area, as well as natural resource and recreation considerations.

8. FOR DISCUSSION ONLY:
Review and discussion regarding a summary and overview of Open Space acquisitions. (Lyndsey Boyer) 

Staff Summary: Since 2000, the Open Space Program has been steadily acquiring critical property throughout Carson City. After passage of the Omnibus Public Lands Management Act of 2009, Carson City acquired approximately 3,600 additional acres to add to the program. This item is an overview and summary of the Open Space land acquisition program – including current priorities and objectives.

9A. Trails Coordinator Report: Activities related to trail projects managed by the Open Space Division, including updates on the Capital to Tahoe and Lincoln Bypass trails, Kings Canyon Trailhead, Prison Hill projects, Carson River Trails Phases III, Share the Trails messaging, and some trail use data. (Gregg Berggren)

9B. Senior Natural Resource Specialist and Open Space Manager Report: Activities related to projects managed by the Open Space Division, including updates within the Carson River corridor. (Lyndsey Boyer)

The public is invited at this time to comment on any matter that is not specifically included on the agenda as an action item. No action may be taken on a matter raised under this item of the agenda.

13. FOR POSSIBLE ACTION: TO ADJOURN

**PUBLIC COMMENT LIMITATIONS – 

The Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. Public comment will be taken at the beginning of the agenda before any action is taken and again at the end before adjournment.  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. The Chair or Vice-Chair may call for or allow additional individual-item public comment at the time of the body’s consideration of the item when: (1) the comment will be provided from a person who is directly involved with the item, such as City staff or an applicant; or (2) it involves any person’s or entity’s due process appeal or hearing rights provided by statute or the Carson City Municipal Code. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.
